David, bishop of St Andrews, makes known to clergy of diocese of St Andrews that he has inspected and heard letters of James, papal penitentiary and chaplain, official legate of pope, by which he allows abbot and monks of Kelso to excommunicate notorious thieves, invaders of their possessions and wrongdoers against their church.
