Description
Pope Alexander III notes that it is proper for him to hold as ratified what his predecessors have commanded and thus, following what Popes Innocent, Eugene and Adrian prescribed, he commands that the bishops of Scotland should show Archbishop Roger of York, papal legate, due obedience as their metropolitan.
