Description
Pope Lucius III writes to Bishop Jocelin of Glasgow stating that religious men in the diocese should not delay in filling any vacant parish church, but neither should they institute perpetual vicars nor assign the parsonage without episcopal consent. If within three months following such a vacancy no suitable person has been presented, the bishop can appoint a fit minister without violating the rights of the aforementioned men in the future. The minister is responsible to the bishop in spiritual matters, and to the religious men in temporal matters, notwithstanding any precedents in previously obtained letters from the apostolic see. The bishop also has authority over the grant of churches to the religious establishment. Furthermore, religious men neither should impose new taxes on churches nor augment those already existing.
