Description
Pope Urban III grants to the bishop of Glasgow the right to excommunicate invaders of the churches or ecclesiastical benefices within the diocese, notwithstanding appeals. If anyone in the diocese appeals from an episcopal investigation or judgment, and arranges a protracted period for that appeal, the bishop can fix a reasonable limit. If the appeal is not prosecuted within that time, the bishop can proceed with the business according to proper procedure, no appeal being allowed. Since ecclesiastical persons presume to obligate their churches or ecclesiastical benefices to Jews or other moneylenders and receive loans, the bishop should issue a public prohibition against such acts in the future. Violators of that prohibition should lose their churches and ecclesiastical benefices unless they make amends within two months.
