Description
Pope Honorius III writes to all the bishops of Scotland stating that he has learned that since Scotland has not archbishop, by whose authority they might be able to hold a provincial council, it happens that the statutes of the General Council have been disregarded and very many irregularities have been committed, which remain unpunished. Since it is improper to omit the holding of provincial councils, the pope, by apostolic warrant, commands them to hold a council by his authority.
