Description
Pope Honorius III writes to all the bishops in Scotland, noting how he wishes to stop the troubles caused by his officials towards the prior and brethren of the church of St Andrews in Scotland concerning debts not owed. Following the examples of his predecessor, Pope Clement, he prohibits that the bishops, neither by these [officials] or their clerics shall demand exactions or taxes which are not owed, or money for anointing or holy oil. He forbids them, against the decree of the Lateran Council, from placing an interdict upon their churches or chapels or presuming to excommunicate or suspend their clerics without reasonable cause. Finally, he allows the bishops to confine by ecclesiastic severity those parishioners who disturb their peace and plunder their goods.
