Description
John, cardinal priest of St Stephen in Celio Monte and papal legate in Scotland and Ireland, notifies that in the year 1201 in a council called at Perth in Scotland, celebrated on St Nicholas’s day, it was agreed in his presence between the bishops of St Andrews and Glasgow and the abbot and monks of Kelso of all the churches which have in the bishoprics of St Andrews and Glasgow named in the charter of Sir Roger, bishop of St Andrews and the charter of Jocelin, of good memory, bishop of Glasgow, for the uses of the monks, that is, that the monks shall present clerks or suitable priests to the bishops for those churches, who shall be perpetual vicars and shall undertake the cure of souls and answer to the bishop for episcopal dues, as contained in the procurations of the Lateran Council. If the bishop, archdeacon or dean may visit his parish, he may provide the great church with procurations and others that are poorer may be combined into two, certainly, or three, four or five so that they can be sufficient, saving tenures and vicarages of those who, at present, are perpetual vicars in certain churches of the monks, and are instituted by the bishop, at the resignation or death of the clerics of priests ministering in those churches; [and of] those who the abbot and monks present to be received by the bishop, unless they reveal just cause why they should not be received by the bishop. The sustenance of the cleric or priest assigned shall be according to the provision and wish of the abbot and monks. If by chance something appears to be lacking, which should be reasonably held in the church or from the episcopal dues according to the constitutions of the Lateran Council, the clerics shall be compelled by the bishop’s authority to supply it in those churches. In the bishopric of Glasgow, the churches of Roxburgh are to be free and quit from sinodals, assistance, hospitality and corrody. In these, just as in other churches, there are to be perpetual vicars.
