Pope Alexander III writes to Bishop Richard of St Andrews and the other bishops in Scotland establishing the ancient liberties and customs which they are known to possess in consecrating bishops and in other things. They need not respond if they are challenged about these matters except in the presence of Alexander himself or a legate a latere of the Roman pontiff. If a new and important issue arises, it should be ventilated before the apostolic see.
